Maybe I am missing something here, but why didn't UConn at last put in a bid for this land? I know UConn's budget is tight but this could have been an interesting deal for UConn. We all know parking for freshman and sophomores is really valuable. They now pay $800. Lower the price to increase the demand. Let's say $600. Tons of people will pay $600. Make X-lot for these students in addition to farmers brown. The commuter spaces lost could be moved to the new garage being built, (add a bus line to bring the commuters directly on campus or at least to the area of MSB).

Once UConn builds up the infrastruture, or that new Mansfield downtown, property values will go up and they could sell the 20 or so acres of land that is included in this X-lot/farmers brown deal.
